ARPA Topical Category Crosswalk


All proposals and allocated funds are categorized in one of 13 topical categories. These categories are based on Expenditure Categories, Treasury-approved uses of ARPA funding. Expenditure categories are required for ARPA reporting to Treasury, but they are also used to categorize proposals and committed funding into overarching themes in the ARPA Reporting Center data dashboard.

Treasury Expenditure Categories

For purposes of reporting in the Treasury portal, an expenditure is the amount for a service that has been rendered or for a good has been delivered to an entity. Expenditure Categories are classes of allowable expenditures for American Rescue Plan Act (ARPA) funds. The appropriate Expenditure Category is based on the scope of the project. A full list of Expenditure Categories can be found in Appendix I of the ARPA Reporting Guidance and at the end of this document. Note: Treasury reclassified and added Expenditures Categories in early March 2022; topics categories and the crosswalk have since been modified to reflect the changes.

Linking Topical Categories to Expenditure Categories

To better convey the themes of eligible proposals and committed funding, the Expenditure Categories are linked to broader topical categories. The table below lists the primary topical categories, subcategories, and the corresponding Treasury Expenditure Categories.

Topical Categories for Committed Funding

Baltimore City has committed large amounts of ARPA funding to individual agencies or organizations. Each large investment can be broken down into detailed spending purposes that are assigned an Expenditure Category, and then categorized by topic. This means that a single investment to an agency or organization can address multiple topical categories. Likewise, a single category can have contributions from portions of different large investments. Topical Categories for Proposals

All proposals are labeled with at least one Expenditure Category during eligibility review. If a proposal can’t be appropriately linked to an expenditure category, it’s not eligible for ARPA funding. Proposals are then labeled with a topic based on their primary Expenditure Category.
